A sovereign AI platform on OVHcloud for a national public agency

A model gateway and private inference platform that lets twelve departments use open-weight and commercial models under one policy, with data never leaving the EU.

Challenge

Departments had adopted a dozen AI tools independently, several routing citizen data to non-EU providers. Leadership needed a single platform under procurement and sovereignty rules, without blocking teams that were already productive.

Approach

An executive briefing aligned the leadership on risk appetite and obligations under the AI Act and national data-localisation rules. A six-week blueprint defined the reference architecture, then a build on OVHcloud Managed Kubernetes with GPU nodes in the GRA region.

Solution

A model gateway with per-department policies (allowed models, PII handling, budget), open-weight models served on GPU instances, commercial models reachable only through EU endpoints with contractual controls, and an AI inventory that classifies every use case. Cost is attributed per department and per use case.
